原因:
spring配置文件添加注解扫描之后，idea会自动给你添加引用，但是它添加的引用是xmlns:mvc=”http://www.springframework.org/schema/cache”，这就导致了问题。

解决方法:

应该把xmlns:mvc=”http://www.springframework.org/schema/cache”改成xmlns:mvc=”http://www.springframework.org/schema/mvc”
